The Carbon Tax in its current form does not initially allow for off-sets to be purchased off- shore, but does move to an Emissions Trading regime from July 1, 2015.
It is apparent that should there be a change of Fedral Government September 2013, the Carbon Tax will be abolished. This may mean the market moves to an emissions trading scheme earlier than July 2015 ?.
